NSW housing pipeline expands with 10,800 new homes

The New South Wales government has declared 30 additional major housing projects as State Significant Development (SSD), potentially adding more than 10,800 new homes to the state's housing pipeline.

Of these newly declared projects, 29 are located in metropolitan Sydney and one in regional NSW. 

The developments will include affordable housing options as part of the state’s broader housing strategy.

The latest declarations build on the growing momentum of the Housing Delivery Authority (HDA), which has been operational since January 2025. 

Since its inception, a total of 187 project proposals representing 70,100 potential homes have gained SSD status.

Minister for Planning and Public Spaces Paul Scully said the government was committed to addressing housing shortages through these initiatives.

“We are committed to building a better NSW with more homes so young people, families and workers have somewhere to live,” Mr Scully said.

The SSD pathway is designed to streamline the approval process for major housing developments by handling them at the state level through the Department of Planning, Housing and Infrastructure, rather than through local councils.

This approach aims to reduce delays and accelerate housing delivery across the state, which has become increasingly important as NSW works toward meeting its target of 377,000 new homes by July 2029 under the National Housing Accord.

Earlier declarations have already made significant contributions to the housing pipeline. 

In June, 20 projects were declared SSD, creating a pathway for more than 8,100 homes, while in July, an additional 21 projects added nearly 6,000 homes to the tally.

The Housing Delivery Authority evaluates expressions of interest and recommends projects that meet streamlined criteria under the Environmental Planning and Assessment Act 1979. These recommendations are made public before being confirmed via Ministerial Order.

Currently, nearly 60 project applications have already been issued “Secretary Environmental Assessment Requirements,” and two Development Applications have been lodged under the SSD pathway.

“Together the 20 new state significant housing developments are expected to deliver more than 5,600 homes, including affordable housing,” Mr Scully said.

The Minns Government has introduced numerous housing reforms over the past year aimed at increasing housing supply and affordability. 

These reforms are particularly focused on ensuring that essential workers and young families can find suitable housing in their preferred locations.

The SSD pathway represents a significant shift in how major housing developments are approved in NSW, with the state government taking a more direct role in facilitating housing delivery to address critical shortages.

“The Government has announced a suite of housing reforms over the past 12 months aimed at delivering more homes faster,” Mr Scully said.
