Housing Australia has launched a new funding pathway under the multi-billion-dollar Housing Australia Future Fund, offering property developers, investors, and community housing providers a targeted mechanism to fast-track low-density residential construction across the country.
The national housing agency announced Stream 5 – Release 1 under Funding Round 3 of the Housing Australia Future Fund (HAFF), specifically carving out capital for shovel-ready, low-density Class 1 dwellings. The initiative forms part of the Commonwealth’s broader push to deliver 40,000 new social and affordable properties within the decade.
Under the operational guidelines released ahead of the formal application window opening on September 14, Housing Australia will target up to 1,000 homes.
The agency is seeking fixed development packages of precisely 200 dwellings per submission, split evenly between 100 social homes and 100 affordable units.
To qualify, projects must meet strict location criteria, demonstrating high local demand and immediate access to employment hubs, essential services, and active or public transport networks.
For the property and development sector, the initiative creates immediate opportunities for consortiums partnering with registered Community Housing Providers, state and local authorities, First Nations housing groups, and specialised HAFF special purpose vehicles.
However, the agency has established tight planning and construction milestones designed to weed out speculative proposals.
Participating sites must have all relevant planning approvals secured by February 1, 2027, with main works construction required to commence no later than May 1, 2027.
Housing Australia expects all approved developments under this release to reach full operational completion by December 31, 2027.
Housing Australia chief executive Scott Langford said the dedicated stream was designed to bridge the gap between initial planning approvals and active site construction, leveraging existing market momentum to get trades on-site faster.
“Meeting Australia’s housing challenge requires strong partnerships and a shared commitment to fast track the delivery of more homes for Australians who need them most,” Scott said.
“By supporting projects that are ready to progress from planning to construction to operation, Stream 5 – Release 1 will mean more social and affordable homes can be delivered more quickly.”
